DOLE to Conduct Regional Job Fairs to Help Jobseekers

The Department of Labor and Employment (DOLE) provides a list of the schedule of their job fairs to happen in different Philippine regions for the first quarter of 2013.

In connection with this, Baldoz advises the job applicants to stay in their respective regions while looking for career opportunities because they can directly apply for jobs through the DOLE job fairs.

Baldoz said, "Jobs are available to job seekers raring to work this year. They could start their job search at their own communities as the DOLE is making it easier for them to do so by bringing the jobs through its job fairs in the regions."

The Labor Secretary said, "The conduct of the year-round job fairs are one of the DOLE's significant employment facilitation machinery that provide continuous opportunities for job seekers to find jobs and assistance for employers to find qualified workers."

Baldoz also points out several reasons why attending a job fair is beneficial for jobseekers.
She said, "One of the advantages of visiting a DOLE job fair is that a job seeker spends less money and minimal effort to find a job because DOLE gathers as many employers as possible—whether local or overseas—under one roof."

"The DOLE also ensures that its government partners bring in to the job fair their services, such as the birth certificate issuance services of the National Statistics Office; the clearance certificate issuance services of the National Bureau of Investigation and the Philippine National Police; the social security benefits programs of the Social Security System; and the passport issuance services of the Department of Foreign Affairs," she added.

POEA Encourages OFWs to Use Online Appointment for Exit Clearance

The POEA Chief, Hans Leo J. Cacdac urged returning OFWs (balik-mangagawa)  to use the new online appointment system for the processing of their exit clearance or overseas employment certificate (OEC).

Through the appointment system, OFWs can now set their preferred schedule for the processing of their OECs. They would also get to avoid the long lines and crowds of workers who are expected who also need to get their exit clearances. Many OFWs are expected to go back to their job sites this month after spending their holidays in the Philippines.

To accommodate OFWs who use the online system for their OECs, the POEA has set up counters at the following:

POEA Main Office in Mandaluyong City – 7am to 5pm
Duty Free Philippines in Parañaque City – 9am to 5pm
SM Manila – 10am to 6pm
Trinoma in Quezon City: 9am to 6pm

Those without appointments who arrive at the POEA towards noon are likely to experience longer waiting time as they will be considered for the second batch to be processed in the afternoon.   

Documentary Requirements for returning workers:
Passport valid for 6 months from time of departure
Valid working visa/work permit
Proof of employment such as certificate of employment, company ID, pay slip, and other equivalent document.

Returning OFWs in Korea: Check Out Registration for EPS-TOPIK

According to the MOU on the Sending of Workers between the Ministry of Employment and Labor of the Republic of Korea (MOEL) and Department of Labor and Employment of the Philippines (DOLE), Special EPS-TOPIK for those who voluntarily returned home before within their permitted sojourn period and want to come back for work in Korea will be conducted  as follows:
All job seekers who want to work in Korea under the Employment Permit System should pass the EPS-TOPIK, implemented by the Human Resources Development Service of Korea(HRD Korea) authorized by the MOEL, and only those who passed the test are allowed to submit the job application  form for EPS.

Required Documents:
·         Copy of passport on their returning home (for proving he/she is a voluntary returnee)
·         Application form (Free distribution at the registration place, only to the applicants who paid the test fee)
·         Registration numbers are written on each application form, and one applicant can receive and submit one application form. If there is any error in an application form, correct it with correction fluid or tape and submit it.
·         A copy of passport (or ID card)
·         A copy of passport (or ID card) is required to be attached on the application form
·         It is preferable to attach a copy of passport (or ID card) written in English (especially name)
·         2 photographs of 3.5 cm x 4.5 cm (taken within 6 months)
·         The Test fee is 24 USD or Php996. If an applicant has valid reasons to cancel his/her registration during registration period, a full refund may be given. However, re-application after cancellation is not allowed.

the one posted on his/her application form.
No applicant is allowed to take the test without passport (or ID card).5
Validity period of test result is 2 years (effective on the date of result)
Other Information
If an applicant is confirmed as a non-voluntary returnee, his/her test result will be
considered invalid even if he/she passes the test and the applicant  should take full
responsibility on that.
Those who pass the test will benefit from a shortened re-entry procedures including
faster job registration and placement, and exemption from pre-departure training.
On the test day, mobile phones, cassette players, PDA, MP3 player, electronic
dictionaries, and other electronic devices which can possibly be used in cheating
during the test are highly prohibited.
Test will be void, and examinees will NOT be eligible for taking the test for 2 years in
case of cheating during the test.
If an applicant's personal information on the passport is not exactly the same as the
one on the application form (name, date of birth, and gender), their registration to the
EPS job seekers' roster and entry to Korea is not permitted in any case, and the
applicant is fully responsible for any problem caused by the differences in their
personal information.
Passing the special EPS-TOPIK only guarantees the qualification for job application for EPS,
and does not guarantee the employment in Korea.
Moreover, persons who are restricted from the employment in Korea, such as those who do
not pass the medical examination or who have the record of illegal stay in Korea, cannot be
employed in Korea.
According to MOU between the Ministry of Employment and Labor of the Republic of
Korea and Department of Labor and Employment of the Philippines (DOLE), only Philippine
Overseas Employment Administration (POEA) has the legal authority to send Filipino workers to the Republic of Korea. Only the job seekers who passed the EPS-TOPIK and registered on the roster by POEA can be hired by Korean Employers. Involvement of any other private sector in the procedure for sending workforce is strictly prohibited.

DOLE Schedule of Job Fairs for 2013 in NCR

The Department of Labor and Employment (DOLE) announced the schedule of job fairs that their agency will conduct for the year 2013 in Metro Manila. Labor Secretary, Rosalinda Baldoz said that there would be 106 job fairs in Metro Manila.

The secretary said, "The DOLE-NCR has already firmed up an initial 106 job fairs this year. This is only an initial schedule. There will be many more job fairs, especially in the regions, for our job seekers this 2013."
Baldoz further informed that of the 106 job fairs, only 12 would offer overseas job opportunities. The rest of the job fairs would offer local job vacancies.
